This project, based at the University of Tampere, investigates the emerging trend of cities making official commitments to being compassionate. It examines whether such commitments open up opportunities to create more just and inclusive cities for migrants and other racialized and religious minorities. The project focuses on 3 case study cities with different relationships to the ‘compassionate city’ idea (Louisville, Leeds, and Helsinki). It involves interviews with local officials and advocates of compassion, as well as activists working on issues around migration and inclusion in each city. Interviews will also be conducted with key actors in transnational compassionate city networks, and texts produced and referenced in these efforts will be analyzed. The project will advance scholarship in geography and urban studies on policy mobilities and theorizations of politics, and will offer lessons learned to practitioners interested in creating more just and inclusive cities.
