The research project studies the Finland-Swedish deaf community’s struggle to secure social, linguistic, and educational rights during the second half of the 20th century. This was a time of an expanding welfare state and a transnational deaf awareness movement that increased the understanding for the deaf, yet the Finland-Swedish deaf faced specific challenges due to their position as a minority within a minority. With the help of archival material, articles and interviews, the project illuminates how the position as deaf and Finland-Swedish both facilitated and prevented full citizenship. The research will therefore contribute to the historical knowledge of a group whose language is severely endangered according to UNESCO’s criteria. It also highlights the welfare state’s ability to guarantee minority rights and how citizens’ movements were received on a micro level. The research is conducted at the University of Tampere.
