Project description
This project focuses on the regional dynamics of RE uptake in Russia. Russia has large renewable energy (RE) potential, but lags behind in technology development and uptake. New policy instruments in support of RE adopted since 2013 by the Russian government have had varying effects in Russian regions: whereas some regions actively engaged in RE uptake, others did not. Who pushes for renewables in the Russian regions remains unclear. This project aimed at clarifying how a combination of local development goals of regional authorities and profit interests of private actors create “windows of opportunity” for RE uptake. The work undertaken within the short project period concentrated on drivers and pathways to renewable energy uptake in the Russian Arctic regions. The key results are development of analytical models and databases to conduct empirical analysis of forms and mechanisms of private actors’ engagement in RE promotion.
